And it not a limit since the prices for power resources grow constantly, and payment for utilities by the population will come nearer to 100 %.

In each apartment the metre of cold, hot water and thermostats on heating devices is established. Apparently from the diagramme, the average cost of hot water in the apartments equipped with metres of hot water, makes 113 litres a day on one 120 l registered at confirmed norm.
Inhabitants of 34 % of apartments consume less than 70 litres a day. Thus the average cost of hot water for this group makes only 28 litres a day on one inhabitant registered in apartment. 28 more % of apartments consume from 70 to 120 litres. The average cost in this group – 91 l a day. Apparently from these data, 62 % of inhabitants of Mytischi which apartments are equipped by metres of water, pay accordingly, on the average, 25 and 75 % of that inhabitants of the apartments which have been not equipped with metres pay!
On the same diagramme other categories of consumers are presented also. 18 % of apartments have average consumption of 145 l/days on one registered, 7 % – 195 l/days, and 13 % – 305 l/days That is in the sum of 38 % of inhabitants consume much more the specification. There are apartments in which at one registered inhabitant consumption of hot water makes 450 and even 600 l/days
It is available a wide scatter of consumption of hot water various groups of consumers. The analysis of the reasons of it has revealed, that, as a rule, in apartments where on one registered inhabitant the cost considerably exceeds norm, actually this service uses bolshee quantity living, is rather than registered. Holders of apartments let to their lodgers, or the commercial organisations, and apartments turn to hostels.
The carried out accounts, which results have shown, that installation of metres of hot water with an intertesting interval of 5 years in apartments for residing of 3 and more persons in the conditions of the Moscow area is economically expedient, if their holders manage to lower consumption of hot water on 25 % and more. Thus expenses for this action (cost of the device, materials and installation) should be no more than 1500 rbl. for one device at the tariff for hot water 12.05 rbl. / cubic m. Obviously, that efficiency of installation of devices of the account will increase from year to year as grants will decrease, and inhabitants who have no privileges, will be compelled to pay 100 % of cost of energy carriers.
