Other category of defaulters — so-called "malicious", those who does not pay more year. The percent of such subscribers, unfortunately, increases and fluctuates today in Moscow from 6 to 10 %. Here again a situation in many regions the similar: in Omsk — 10-12 %, in Krasnoyarsk of household consumers of 10 % are in arrears on the electric power. In Yakutsk branch "Power sale" for today the indebtedness before energetikami physical persons for the consumed watts has made 195,8 million, that on 44,5 % there is more than level of last year. In our opinion such measures, allowing to decide any present-day problems, do not approach energosbyitovyie the company to creation of modern system vzaimoraschetov with household consumers. And thereupon we will note following moments:
  • First, to capture controllers of all household consumers it is represented very difficult in the organizational plan, and the increase in number of controllers, their preparation, manual data input of results of detours in the computer and, at last, a problem of hit of controllers to installation sites of metres becomes the main thing here;
  • Secondly, even if to limit quantity of controllers to a work problem only with defaulters, there is unsolved a problem of an underpay those who regularly comes on payment items; on the available data received by means of the objective control, the underpay volume is in limits of 10-18 % from monthly consumption;
  • Thirdly, all these remarks are fair and in case of the two-tariff account — at the total control by means of controllers the work volume on recording and input of indications twice increases, the probability of errors increases, and at selective - at consumers becomes more possibilities on manipulation, only already not only consumption size, but also its distribution under tariffs;
  • Fourthly, fulfilment by controllers of functions on data collection about consumption does not allow to solve other important problems for energosbyitovoy the company – to have the information on consumption size at peak o’clock, it is duly to find out plunders of the electric power and to have a picture about technical losses in residential buildings which as a result result and in commercial losses;
  • And, at last, there is a problem of multitariff regulation of consumption (in Berlin, for example, competing among themselves energosbyitovyie the companies offer the household consumer from 3 to 7 tariff plans, that has led to price cut on the electric power for the population after liberalisation of a power market 1997 for 2000 on 10-15 %).

Therefore in a complex to conduct modernisation energosbyitovoy activity in household and melkomotornom sector it is possible only at introduction ASKUE. Thereupon a reorganisation main objective energosbyitovoy activity in household sector is transition to accounts with suppliers of the electric power on the basis of objective data about consumption and development of mechanisms of effect on consumers for achievement of duly and complete payment of the received electric power.
For achievement of these purposes it is necessary to solve following problems:
  • To receive exact figure of a current consumption in household and melkomotornom sector.
  • To supply revealing of plunders, having eliminated, thus, commercial losses of power resources.
  • To create billingovuyu system for accounts with consumers.
  • Regularly to exhibit accounts for the consumed resources, having liquidated, thereby, crediting of the consumer and partial payment of the consumed resources.
  • Really to introduce differentiated on time of days and block tariffs (as without ASKUE multitariff regulation has shown the inconsistency — experience of Nizhni Novgorod).
  • To supply the automatic mechanism of effect on the debtor (restriction of consumption to «a social minimum»).

The decision of these problems in the issue will allow to introduce the reasonable socially-focused tariff policy.

ASKUER «Kontinium»

Taking into consideration volume of the information on a power consumption in housing and communal services which are necessary for collecting and processing, necessity of realisation of various tariff schemes and other economic mechanisms of regulation of a current consumption for housing and communal services it is necessary to draw a conclusion that all accounting system of consumption of electric energy requires absolutely new approaches based on use of possibilities and advantages of modern automated information-measuring and operating networks.
At introduction, for example, ASKUE household consumers metres with a telemetering exit and data collection systems allow distantsionno to read out within several seconds current consumption indications for the last period and to make out accounts on payment for any space of time. Does it one operator for many thousand consumers. They allow not only to consider, but also to reduce percent of plunders of energy carriers (for 20 and more percent), to carry out control over a power consumption, to promote its optimisation, to minimise the costs connected with the organisation of the account and payments.
The most difficult on realisation by subsystem ASKUE in inhabited sector is the instrument account of individual consumption. It is required to supply information access to each house and each apartment.
Therefore the most perspective for needs of housing and communal services and municipal economy as a whole is ASKUE, data transfers using technology on electric system wires. On its base digital networks of data transfer about individual and obschedomovom a current consumption in household and melkomotornom sector can be created.
Use of the power electric system (220V, 50Gts) as an information channel, not requiring a lining of communications, grants wide prospects for development of various specialised and consumer communication systems. By working out of conceptual principles and requests to structure, structure and functioning of the automated monitoring systems and the electric power account in household and melkomotornom sector (according to the aforementioned order of the Russian Open Society "United Power Systems") the expediency of use of electric systems for a communication of information in accounting systems is separately noted

The tax of the information and transfer of control commands is carried out as follows:
  • Within the objects eating from one transformer substation, on cable and house electric systems to networks 220/380 In;

The system can be applied by the power companies and local electric systems, municipal public utilities, and also the companies and the enterprises serving housing co-operatives, kondominiumyi, country and cottage settlements. ASKUER «Kontinium» it is certificated by Gosstandart of the Russian federation (# 19687-00 in the State register of measuring apparatuses), it is admitted to application in the country for use in systems of the commercial account and it is introduced on objects in Moscow suburbs, St.-Petersburg, Maloyaroslavets. The pilot project in to Moscow is realised.
Used by working out and production approaches answer modern lines of world development of means of communications and computer facilities which require:
  • The maximum processing of the primary information "at-sight";
    Binding of indications of devices of the account to time and fixation of indications in non-volatile memory of long storage;
  • Possibility of long, independent work of systems of the tax and data transfer of different levels;
  • Standardization of mechanisms of interprocessor interaction;
  • Standardization of protocols of information interchange and formats of commands.

The systems realised according to these requests using technology and equipment of data transfer on the electric system, grant possibility of operative creation of the necessary distributed information-measuring infrastructure with minimum volume montazhno-naladochnyh works. The lining of floor, interfloor and main communication lines and the power supply thus is not required. Access to data of indications in each house and in each apartment is supplied at any time.
Structure ASKUER "Kontinium" includes following systems:
  • Metres of the electric power;
  • Tax and data transfer systems (USPD), executed in the form of multichannel electronetwork modems (with the interface module and the controller of metres) — for reading, storing and transfer on the electric system in the local block of data collection of indications of devices of the account;
  • Local blocks of data collection (LBSD), serve for the task of the program of work of electronetwork modems, reading from them indications of devices of the account, their accumulation and transfer to the central dispatching office, synchronisation of "hours" of independent blocks;
  • In the computer of the central dispatching office (TSD), processing of indications of devices of the account, account of an amount of payment for the consumed resources, support of multitariff regulation, vyipisyivanie accounts is carried out.

The measuring channel is constructed as follows (fig. 2).
The telemetering exit of the metre of the electric power is connected by means of a telemetering cable to an input of the interface module of the multichannel electronetwork modem established in a floor guard (fig. 3). In electronetwork modems the telemetering information are integrated, indications become attached by time and are fixed in non-volatile memory according to the program set from the outside.
For transfer in LBSD the primary telemetering information will be transformed in ESM to a kind supplying its transfer without loss and distortions on the electric system.

LBSD is the independent module with several systems for reception and a communication of information. To each of three phases of power electroposting LBSD it is connected by means of three built in ESM. The local block of data collection or in transformer substation, or on input in a building is established.
LBSD through the serial interface and the telephone modem transmits data on switched or a dedicated line on computer TSD. For the decentralised systems reading of the primary information is carried out directly from LBSD by means of a portable data carrier which can be the laptop, connected to LBSD. One LBSD serves to 2048 metres.
The central dispatching office is a hardware-software complex of registration, processing and display of the information on consumed resources. Logically software TSD is divided on two parts: it is operative communication with LBSD and processing of the collected information (fig. 4).
All information necessary at work of the program, and the information intended for transfer in LBSD, is stored in a database.
At processing of the collected information the software of the central dispatching office realises following functions:
  • The statement of accounts
  • The press of accounts for each apartment
  • Substantiation of accounts
  • Balance data on balancing groups
  • Formation of the aggregate table of consumption for flowing and the previous periods.

For protection of metrological characteristics of system against not authorised changes (updatings) enciphering of the information and multistage access to current data and parametres realised by means of the means represented by a SQL-server are provided.
Practical requirements and real possibilities of realisation of such automated accounting system for concrete cases can require various variants of its construction.
As for its functioning it is not required creations of any "frame" information highways, the technology is put in a basis of architecture of such network «klasternaya». Klasterom we name group of the consumers having a communication channel from the central dispatching office. Thus system introduction can begin with as much as small functionally complete fragment of a network (for example, at home, group of houses, microdistrict etc.), and development and capacity escalating (to the maximum settlement volume) is made further only at the expense of installation of remote terminal units in apartments and installations of additional computers in the central dispatching office without infringement of normal functioning before the established part of system.

Some results

As it was already mentioned operation ASKUER «Kontinium» it is conducted in several cities of the country. The information confirming practical expediency of introduction of such systems is as a result received. The technique of the analysis of the received data shortly consisted in the following.
Basic data are objective indications of an accounting system and data of user’s departments energosbyitov about the declared consumption and corresponding payment by its consumer. The divergence between size of an actual current consumption and declared consumption W = Wfakt-Wzajav was analyzed. For picture comparison in various (on size of average monthly consumption) groups all subscribers have been broken into following categories:< 50; 51-150; 151-300; 301-500 i > 500 kVt•chas. Further consumers have been distributed on following subgroups: defaulters – those who for the considered period has not paid never, irregular payers – those who pays not every month, and regular payers – those who pays monthly. The analysis of payments on these groups of months is resulted in the aggregate table 1.

  • On the average every month on items of reception of payments comes from 48 to 53 % of subscribers, the minimum share coming to pay it is necessary for July and makes 33 %.
  • Thus the quantity of the subscribers who are not paying successively within several months, makes following sizes: 2 months — 26 %, 3 months — 13 %, 8 months — 7 % from total of subscribers.
  • Share of completely not paid electric power it is continuous within several months makes from 27 % (3 months) to 8 % (8 months) from the general consumption.
  • The subgroup of subscribers which, anyhow, come to pay, underpays for the consumed electric power from 13 to 26 %.
  • And, at last, even those consumers which pay regularly, underpay from 8 to 10 % for the consumed electric power

The conclusion

As the resume it is necessary to note following characteristics ASKUE for the household sector, using the electric system as a digital communication channel for data collection from individual electric metres.
  • ASKUE with a communication of information on electric systems does not require fulfilment of works on a lining of information cables.
  • Absence of cables and systems of switching of tariffs minimises works on procedural service and system repair.
  • Reliability of an accounting system is defined by reliability of the equipment entering into it which all modules do not require adjustment for object and do not require routine maintenance. All it leads to low cost of operation of system.
  • The communication quality on the electric system in aggregate with dynamic samonastraivaemostyu systems supplies minimum expenses for the system pusko-adjustment, the guaranteed tax of the information and reliability of management with the system mode of operation.
  • The system openness allows to expand its functionality regarding inclusion of subsystems of the account of other kinds of the resources consumed in household sector, management monitoring of quality performances of the electric power.
